Web Development: Daily Report LOG (San Angelo) - Outsource.com (San Angelo, TX) in Abilene, Texas For Sale

I work in the construction industry as a project manager I would like to create a daily report log for my superintendents to enter in Labor, Equipment and Item quantities done on that day. The report must grab the info for any of the above from a central data base like an excell worksheet for that job and have it available on the daily report as drop down lists for the super's to click and find the correct Item, Laborer, equipment ETC...
Given that a project will maintain the same work force and equipment it would be great if there was a way to lock in any of the lines on a drop down list so that it apears on every new Daily Report until it is un-clicked.
Also once the daily report is completed I would like the information for each item to be pulled and shown on a separate tally sheet for that item.
I have an idea of all the different drop lists and structure of the sheet
